Located in the Industry Park of Jinzhong Town, Weining County, it is one of the major investment promotion projects of Weining County, and also a major project in Bijie. Investing a total amount of 350 million Yuan in the project, the company has a 1,500,000t/a new-type dry-process rotary kiln cement production line, and has adopted internationally advanced precalcining technology. As a new-type environment-friendly plant built by a modern cement production enterprise, it was formally put into production in April, 2010, with an estimated daily capacity of 3,600t and an annual output value of 480 million Yuan. In September, 2012, for the purpose of integrating Guizhou cement market, Southwest Cement Co., Ltd., a subsidiary of CTIEC, decided to merge Guizhou Weining Runji Cement Co., Ltd.

It is the auxiliary purely low-temperature WHR EPC general contracting project of one 3,200t/d cement clinker production line. Configured with two boilers and one power unit in its layout design, it has an installed power of 6MW and a total construction period of nine months. The actual start-up date of the project was December, 27, 2012, and it was combined to grid on December, 1, 2013 and passed performance assessment on April, 3, 2014. The actual assessment index was 35.88kwh/t.cl, which had satisfied the requirement of the contract index 35kwh/t.cl.
